Responsibilities and Duties
Develop and implement procurement policies and procedures.
Manage the procurement of goods, services, and works for the university.
Ensure compliance with relevant laws, regulations, and best practices in procurement.
Negotiate contracts and agreements with suppliers.
Oversee the tendering process and ensure transparency.
Monitor and evaluate supplier performance.
Prepare and manage the procurement budget.
Lead and supervise the Procurement Department staff.
Responsible to the Vice-Chancellor in advi sory capacity.
Qualifications and Experience
A minimum of a Bachelor’s degree in Economics, Agricultural Economics, Business Administration, Accounting, Banking and Finance, Law, Insurance, Quantity Surveying, Engi-neering, Architecture, Statistics, Marketing, Purchasing and Supply and any other related discipline.
A professional certification such as CIPS, CISCM or equivalent is preferred.
A good Master Degree in Purchasing and Supply/Business Administration/Financial Studies/Accounting/Economics/Agricul- tural Economics/Banking and Finance/ Law/Insurance/Quantity Surveying/ Engineering/Architecture/Statistics and any other related discipline.
Attained the rank of a Deputy Director in the University System or tertiary institution with at least 15 years of post-qualification experience.
Comprehensive knowledge of procure- ment processes, laws, and regulations. i.
Possess a NYSC Discharge/Exemption/ Exclusion Certificate.
In-depth knowledge and communication skills with competency in ICT are required.
Minimum of 5 years as Deputy Director or above.
Ability to demonstrate a good knowledge of Public Procurement Act of 2007.
Requirements of Office:
Applicant must be proactive with high integrity, moral integrity and good interpersonal relations and be able to provide competent professional leadership in the Directorates to command respect and loyalty of staff.
He/She must appreciate the complexity of University system and enjoy good mental/physical health.
Candidate should not be 60 years at the time of assumption of office.
Salary and Conditions of Service
The salary and conditions of service are as applicable under the University Law and as determined from time. to time by the University’s Governing Council.
