Position Summary:

The Procurement Officer reports directly to the Country Finance & Operations Director. The position will prioritize, evaluates, and manage procurement needs for program and operational requisitions, coordinate procurement processes in compliance to USAID, other donor and JSI procurement regulations and enhance supplier relationships, while reducing or mitigating risk in procurement management.

The position will be based in Abuja and support JSI R&T field offices in Nigeria.

Responsibilities

Procurement of Goods and Services

Perform procurement functions for goods and services with utmost integrity
Prioritizes, evaluates, and manages procurement needs and opportunities
Coordinate procurement processes in collaboration with the Country Finance and Operation Director [CFOD]
Document all processes followed in procurement for references, audits and other third-party reviews
Provide coaching and mentoring for supervisees to perform procurement functions
Support in updating vendor’s database in line with JSI’s policy
Support procurement committee functions
Ensure compliance with document retention strategy for the department.
Maintain up to date vendor data base for JSI Nigeria Country office.
Update and maintain Procurement plan for all projects working with all project responsible focal staff.

Compliance

Support the Operations Manager in sustaining compliance to USAID and JSI procurement regulations
Ensure and maintain all procurement processes are free of ‘conflict of interest’
Create and maintain procurement files
Support review meetings with all project procurement staff to review compliance and implement improvements and best practices.
Ensure all Visual Compliance Search are done before issuance of contracts
Conduct periodic vendor verification and submit report to CFOD.
Track all Purchase Orders and ensure they are within approval dates and threshold limits
Organize physical/Virtual vendor meeting once a year.
Ensure all procurements are in line with Cost principle.

Sourcing

Conform to the established sourcing and procurement processes that promotes transparency and integrity
Enhance supplier relationships to drive sourcing & supplier initiatives to meet or exceed product quality, service & deliver sustainable cost reductions, while reducing or mitigating risk in procurement management.

Required Qualifications

Bachelor’s Degree in Business Administration, or equivalent related qualification
Purchasing-related certifications will be an added advantage
4+ years’ experience in procurement required; in USAID- funded procurement preferred
Knowledge of global sourcing and procurement strategies, tactics, processes, procedures, and systems
Proficiency in Microsoft office tools
In-depth knowledge of USAID and other international donor regulations
Experience supervising staff
Strong negotiation skills
Adaptable, creative, collaborative and able to think strategically
Ability to lead in the face of complexity in a fast-paced and time-sensitive environment
Excellent interpersonal communication skills (both oral and written)
Able to work under pressure, take initiative and manage and prioritize work independently
